Abstract
<p style="direction: rtl; text-align: right;"><strong>الملخص باللغة العربية</strong></p>
<p style="direction: rtl; text-align: right;">تلعب الوظيفة العامة دوراً هاماً في تكوين بنيان الدولة فغايتها لا تقتصر على بعض الاعمال اللازمة لتسيير المرفق العام وانما غايتها أسمى وهي تحقيق المنفعة العامة.</p>
<p style="direction: rtl; text-align: right;">تمثلت مشكلة الدراسة في إشكالية الدراسة في الرقابة القضائية على القرارات الإدارية بإنهاء خدمة الموظف العام وبيان حدود الرقابة القضائية على قرار الإدارة بإنهاء خدمة الموظف العام ، وترجع أهمية هذه الدراسة الى أن الإدارة تمتلك سلطة واسعة في الوظيفة العامة في علاقتها مع الموظف لديها ، وان الإدارة قد تقوم بإصدار قرارات من شانها الاضرار بالموظف العام بالإضافة الى الاثار الأخرى التي قد تقع عليه ، وقد هفت الدراسة لبيان طبيعة العلاقة بين الموظف العام والإدارة والتعرف على حالات انهاء خدمة الموظف العام ، ومن أهم نتائج الدراسة أن هنالك قصوراً تشريعياً في إلزام الإدارة لكي تقوم بتسبيب قراراتها ، لأنه من حق الأفراد أن يكونوا على دراية بالقرارات التي تصدرها الإدارة بشأنهم ، لذلك توصي الدراسة المشرع الاماراتي بالنظر في التشريعات الخاصة بالعلاقة بين الموظف والادارة وتسبيب القرارات بشكل يحفظ حقوق الموظف العام .</p>

<p style="text-align: left;">The civil service plays an important role in shaping the structure of the state. Its purpose is not limited to some work necessary for the management of the public facility, but rather its purpose is higher, which is to achieve the public benefit.</p>
<p style="text-align: left;">The problem of the study was the problem of the study in causing administrative decisions to terminate the service of the public employee and explaining the limits of judicial control over the administration's decision to terminate the service of the public employee.</p>
<p style="text-align: left;">The importance of this study is due to the fact that the administration possesses broad authority in the public office in its relationship with its employee, and that the administration may issue decisions that would harm the public employee in addition to other effects that may affect him. The study aimed to clarify the nature of the relationship between the public employee and the administration and to identify in cases of termination of public employee service, one of the most important results of the study is that there is a legislative deficiency in obliging the administration to give reasons for its decisions, because individuals have the right to be aware of the decisions that the administration issues regarding them. Therefore, the study recommends that the Emirati legislator consider legislation related to the relationship between the employee and the administration and give reasons for decisions in a way that preserves the rights of the public employee.</p>
