<p style="text-align: right;">سعت هذه الدراسة إلى الوقوف على ماهية المال العام من خلال التعرض للتعريفات اللغوية والاصطلاحية والفقهية المختلفة وذلك من أجل تحديد ماهية الرقابة عليها، وفي سبيل ذلك تم التعرض للطبيعة التي تميزه عن المال الخاص المملوك للأفراد وغير ذلك، كما تم التعريف بالرقابة على المال العام لغةً أو اصطلاحاً، وتم استعراض أنواع الرقابة وتطورها سواء بصفة عامة أو من ناحية الإدارة العامة بالإضافة إلى ذلك سعت الدراسة إلى التعرف على دور السلطة القضائية في الرقابة على المال العام، وفي سبيل ذلك تم دراسة الإطار الدستوري والقانوني لحماية المال العام في دولة الامارات العربية المتحدة، ثم تم العرض والتحليل لدور السلطة القضائية في حماية المال العام في الامارات العربية المتحدة ومصر وذلك من خلال استعراض الجرائم الواقعة على المال العام سواء كانت من موظفين يتمتعون بالصفة العمومية أو من جانب الأفراد. ثم أعقب ذلك تحليل دور القضاء الإداري في الرقابة على المال العام في الإمارات العربية المتحدة ومصر. ثم تم تناول التجربة الفرنسية في إعمال الرقابة على المال العام والمتمثلة في محكمة المحاسبات وتم التعرض لدور هذه المحكمة وذلك بعد بيان تطورها التاريخي ونشأتها ثم تكوينها والاختصاصات الموكلة إليها في سبيل حماية المال العام، وأخيرا طرق الطعن على قرارا وأحكام هذه المحكمة.</p>

<p style="text-align: left;">This study sought to identify the nature of public money through exposure to different linguistic, terminological, and jurisprudential definitions to determine the nature of control over it. Or idiomatically, the types of control and their development were presented, whether in general or in terms of public administration. In addition, the study sought to identify the judiciary's role in controlling public money. For this purpose, the constitutional and legal framework for protecting public money in the United Arab Emirates was studied. The judiciary's role in protecting public money in the United Arab Emirates and Egypt was presented and analyzed. This is done by reviewing the crimes committed against public funds, whether public officials or individuals commit them. This was followed by an analysis of the role of the administrative judiciary in controlling public funds in the United Arab Emirates and Egypt. Then the French experience in implementing oversight over public money, represented by the Court of Accounts, was discussed. The role of this court was discussed after explaining its historical development, its establishment, then its composition, the competencies entrusted to it to protect public money, and finally, the methods of challenging the decision and rulings of this court.</p>
